At this level, take the programs that contains the computer or the ones that come on CD-ROM as they are designed.
- Adaptation of existing programs (translation, localization, modification). This level requires programming skills to make software changes to meet the needs.
- Creation (development) of new programs. Undoubtedly more complex, also requires programming skills, knowing how to assemble interdisciplinary teams work and get the infrastructure and budget to support a development project.
Finally as a result of NOM model analysis, we believe it is necessary to determine the level of knowledge of the user if they want to give a proper use multimedia programs to educational applications.
